Without a unified water distribution system, many households in Outer Trinity rely on solutions which conserve water to an extreme.  A sink which merely mists dishes may seem extremely frugal, but makes plenty of sense when every gallon has to be purchased, lugged, and filtered.  Many apartment buildings will provide communal cisterns along with a rationing system.
